Constitutive LuxR Generator + LacI regulated RFP(+LVA) and LuxI(LVA)

This is a modification of the I15004 brick which creates LuxR constitutively rather than under a pTet promoter along with a RFP reporter regulated under the LacI promoter. The cI gene has also been removed.
